Who We Are

Our name comes from Luke 10:27, where Jesus teaches:

“You shall love the Lord your God with all your heart, with all your soul, with all your strength, and with all your mind, and your neighbor as yourself.”

This command shapes everything we do. Project 10:27 exists to express that love in practical, relational ways by walking alongside senior adults who might otherwise experience life in isolation.

Across our region, many older adults live alone, face declining health, or experience the loss of lifelong relationships. What often follows is not only practical hardship, but deep and persistent loneliness. Project 10:27 was founded in response to this growing need, providing consistent, Christ-centered relationships that restore connection, dignity, and hope. 

We envision communities where no senior adult experiences life alone—where meaningful companionship, emotional encouragement, and spiritual support are part of everyday life. Rather than asking seniors to come to us, we bring presence and care directly to them in the places where they live.

Through intentional, one-on-one engagement, our volunteers build lasting relationships with seniors through:

  • personal visits in homes and care communities
  • handwritten encouragement through our Caring Connections Card Program
  • prayer and spiritual conversation
  • Bible studies brought directly to senior living communities
  • fellowship opportunities that strengthen belonging

Each interaction is designed not simply to provide assistance, but to cultivate genuine friendship. Over time, these relationships become a steady source of encouragement, stability, and renewed purpose for the seniors we serve.

Advisory Council

Community Wisdom Guiding Our Mission

Project 10:27’s Advisory Council brings together leaders from healthcare, senior services, business, real estate, long-term care, education, ministry, military service, and community engagement. Each member contributes unique experience and perspective that helps us evaluate program effectiveness, strengthen volunteer and client feedback systems, build meaningful partnerships, and ensure our work remains responsive to the real needs of senior adults.

Their service reflects a shared commitment to seeing senior adults valued, connected, and supported with dignity.

Robert Butler – Leading with Vision, Grounded in Faith

Chairman of the Founding Board, Robert “Bob” Butler brings strategic insight and distinguished leadership to Project 10:27. A retired U.S. Air Force Colonel and former Senior Executive with the Department of Defense, Bob’s career in cybersecurity and risk management has shaped national policy and safeguarded critical infrastructure. He holds a B.S. in Computer Information Systems from Manhattan College and an MBA from the University of Maryland.

Guided by a deep faith and servant-leadership mindset, Bob is passionate about equipping ministries to multiply their impact. His service on various faith-based boards reflects his commitment to transformative, Christ-centered outreach that meets both spiritual and practical needs.

Bob envisions Project 10:27 not just as a local ministry—but as a scalable, national model for relational evangelism and compassionate care. His leadership continues to shape our growth with wisdom, excellence, and a steadfast heart for reaching the isolated and the overlooked.

John Vann – A Steadfast Voice for Compassionate Outreach

With over 39 years of leadership in global I/T operations, John Vann brings operational excellence and strategic insight to Project 10:27. His experience in service delivery and problem-solving directly supports our mission of bringing high-impact, faith-driven care to seniors.

John is a dedicated servant leader whose passion for ministry spans both local outreach and international missions. As a longtime member of Crossbridge Community Church, he actively champions Christ-centered community engagement.

Married to his wife Carol for over 50 years, John is a proud father and grandfather who enjoys family time, golf, and travel. His commitment to relational ministry and practical service helps shape a future where every senior feels seen, valued, and spiritually supported.

Robert D. Solberg – Stewarding Resources with Integrity and Purpose

As Treasurer of the Board, Robert D. Solberg, CPA, brings over 20 years of financial leadership to Project 10:27. A seasoned advisor and founder of Solberg Financial Solutions, Robert specializes in empowering small businesses through sound stewardship and strategic planning.

After transitioning from his family’s thriving business, Robert pursued a renewed calling—combining financial expertise with a heart for service. Today, his guidance ensures Project 10:27 remains fiscally strong and mission-focused.

A devoted husband and father of four, Robert is deeply engaged in community leadership, currently serving as Interim Head of School at Living Rock Academy. His faith-driven commitment to integrity and compassion helps fuel the mission to bring connection, care, and dignity to every senior we serve.

Rene Guerrero – Innovating with Purpose, Serving with Faith

Secretary of the Board, Rene Guerrero is the co-founder of ETech Integration LLC, a firm specializing in luxury audio-visual, lighting, and home automation systems. With projects ranging from SeaWorld San Antonio to Department of Defense installations, Rene brings decades of experience delivering technical excellence with a commitment to innovation and integrity.

Rooted in a strong personal faith, Rene views his work as an extension of his calling to serve. He sees his God-given talents as tools to uplift others, investing time and leadership into expanding the mission and reach of Project 10:27. Alongside his wife, Cindi, he leads with humility, generosity, and a heart for ministry.

A devoted husband, father, and church member, Rene finds joy in building meaningful relationships—both professionally and personally. His dedication to serving seniors with compassion and excellence continues to inspire and advance the vision of Project 10:27

Founder and Executive Director of Project 10:27, Shane Carter, brings more than two decades of award-winning healthcare leadership to the heart of community ministry. His expertise in medical group development, operational strategy, and patient-centered care earned national recognition from MGMA (Medical Group Management Association) and helped establish Jackson Purchase Medical Associates as a model Accountable Care Organization.

In 2014, compelled by a deep spiritual calling, Shane stepped away from corporate success to pursue a mission rooted in faith, dignity, and human connection. In 2020, that calling gave birth to Project 10:27 — a nonprofit dedicated to eradicating loneliness among senior adults through personalized, Christ-centered connection.

Under Shane’s leadership, Project 10:27 has become a vibrant expression of compassion in action. With a heart for the lonely and a gift for crafting frameworks of service, he inspires volunteers, strengthens partnerships, and reminds every senior that they are seen, loved, and never alone.

Lori Cole serves as the Operations & Engagement Coordinator for Project 10:27. She brings expertise in supporting nonprofit leadership and strengthening day-to-day operations. Her background and executive support, project coordination, donor relations, and event management ensures the ministry runs smoothly behind the scenes, enabling every outreach effort to flourish.

Lori’s passion for faith-based service was evident in her role at Living Water Healing Center, where she guided the organization through 501(c)(3) approval, developed board governance tools, led volunteer initiatives, and upheld consistent marketing outreach efforts. Her career spans senior living marketing and faith-based nonprofits – each role shaped by her vibrant energy, professionalism, and heart for people. Holding a degree in Communications and grounded in a deep commitment to service, she plays a vital role in supporting Project 10:27 remain responsive, organized, and welcoming. Whether coordinating internal systems or preparing the details that help seniors feel seen and valued, Lori brings both structure and a joyful spirit to our mission of compassionate connection.

Elyse Harkins

Elyse Harkins serves as the Compassion Card Coordinator for Project 10:27, where she helps lead one of the organization’s most meaningful connection ministries by ensuring that senior adults receive consistent encouragement through handwritten cards, notes, and expressions of care. Through her work, Elyse supports volunteers and strengthens the relational outreach that helps reduce loneliness and remind seniors that they are remembered and valued. 

Elyse brings extensive ministry and administrative experience to her role. She previously served as an Administrator with Young Life and later as a Camp Coordinator for the Texas Annual Conference of UMARMY. In that role, she coordinated 35 youth mission camps each summer across the Houston, Beaumont, and East Texas regions. These teams built wheelchair ramps and completed essential home repairs at no cost for families in need, often serving individuals referred through community partners such as Meals on Wheels. This work reflects Elyse’s long-standing commitment to practical service and compassionate outreach. 

Elyse was introduced to Project 10:27 through a friend and sensed a clear calling to become involved at just the right time. She and her husband of 42 years have two children and four grandchildren. Elyse also serves as a children’s leader with Bible Study Fellowship, is a Life Group leader alongside her husband at Crossbridge Community Church, and participates in the Kairos Prison Ministry International, where she helps share the message of Christ with inmates. Her life reflects a deep and consistent commitment to relational ministry across generations.

Cassie Carter

Cassie Carter serves as the Impact and HR Coordinator for Project 10:27, where she supports the organization’s mission by strengthening internal systems, caring for volunteers and staff, and helping document the meaningful outcomes of its work with senior adults. In this role, she contributes to both the relational culture of the organization and the structure needed to sustain effective ministry and service.  

Before joining Project 10:27, Cassie dedicated many years as a stay-at-home mother raising her two children. She later served in leadership roles within both Comal ISD and San Antonio ISD, first as a kitchen manager and then as a supervisor, where she developed strong operational and team-support skills. Cassie also brought her experience into the nonprofit healthcare sector as Business Manager for a community medical clinic serving residents without insurance, deepening her commitment to compassionate service for vulnerable populations.  

At Project 10:27, Cassie’s work helps ensure that volunteers are supported, organizational processes remain strong, and the impact of relationship-centered outreach to senior adults is faithfully measured and sustained. 

Kim Kelley brings decades of nonprofit leadership and operational expertise to help sustain and grow the ministry’s impact. With a strong foundation in grant development, financial oversight, and donor engagement, Kim plays a vital role in identifying and securing resources that directly support seniors experiencing isolation.

Kim’s career includes serving as Executive Director of the Bulverde Spring Branch Activity Center, where she developed community programs for older adults and led successful fundraising and grant initiatives. Her experience spans senior program design, board support, budget management, and human resources—each carried out with a deep commitment to service and organizational integrity. Her ability to align funding with mission is rooted in both strategy and compassion.

Driven by faith and a heart for connection, Kim ensures every proposal reflects Project 10:27’s purpose: to love, serve, and dignify seniors who are often forgotten. Her thoughtful stewardship helps turn our vision into action, empowering volunteers and honoring every senior with the resources and relationships they deserve.
